They appear to be controlled by cultists of the Cult of the Comet
While truly monstrous to behold, Ksucha Verzeva appears to have no trouble with them. In fact, she seems to have made a rug out of one, whom she fondly refers to as “Manny”. She also knit several members of the The Sea Wolf’s crew scarves from minotaur fur, a grandmotherly hint to stay warm as she sent them towards the snowcapped mountains surrounding Krestis.
